The way the package has been designed in Debian is to have the
Plugin_CgProgramManager.so built as part of a separate source package, called
ogre-contrib.
We can't build this source package due to the way the proprietary
nvidia-cg-toolkit is working (see bug 254084) so we can't offer this library
from our repo. As an alternative to compile it from (tarball) source, you can
use our source package and compile it yourself; unfortunately until bug 254084
is fixed there is no other possible alternative.
