Some additional info about the situation:
I can reproduce it.
1- Start with Turkish language with Turkish being system default; having 
several items on the Desktop but having a visible free column at right.
2- Start X and login by changing the language to English (USA) or English 
(Australian); don't make English the default, chose the option "just for this 
session"
3- Result: Icons change place
4- Put them in their original places manually; start X again
5- This time login as usual; you won't get a warning because system thinks that 
you are using the default language
6- Icons change place again
7- Put the icons to their original places and start X again
8- Login, this time selecting the "default" from the options
9- No use, problem persists
10- Put the icons to their original places; start X
11- Login by selecting "Turkish" from languages.
12- Icons are on their places.

So, my experience is; there are two problems:
a) Desktop is jammed in some way when I try to change language
b) Login screen behaves in two other way while I select "System Default" and 
"Turkish" even if they should be equal because my system default is Turkish.
