I agree. If you look at https://wiki.ubuntu.com/MOTU/Clamav you will see that we are still lacking patches for avscan, gurlchecker, and havp. What I can't do is break existing user installations. You'll note that we have clamav 0.92.1 all the way back to Dapper, so we certainly update it when we get proper packages and enough testing. The best way to see this done soon is to volunteer and help out. Clamav is in the Universe repository and supported by the community.
