Thank you for taking the time to report this bug and helping to make
Ubuntu better. I can confirm this bug. It also applies to
1:2.4.1-1ubuntu2.

It is probably a design bug: If you use # ??/?? instead of # ?/? as
format code, it is displayed correct. The ? stands for exactly one
character. So the fraction is always rounded, and 1/9 is the correct
rounded if you have only one character.
