I don't know anything about the wm-spec-list, EWMH properties, or the relationship of these things to Ubuntu. I don't think I'm the right person to bring it up.
I am aware of properties like gtk.gdk.WINDOW_TYPE_HINT_DIALOG that tell the window manager whether to provide one button or three: http://www.pygtk.org/docs/pygtk/gdk-constants.html#gdk-window-type-hint- constants So similar functionality already exists. I don't understand why people are so resistant to expanding it.
