Not, it is not checked. I actually have tested (almost) all possible combinations of those settings and they didn't make any difference for those small fonts.
I didn't know that I had to run fc-cache but I restarted the x-server with many different settings and that didn't make any difference either. Anyway, because of other reasons, I had to reinstall edgy and the fonts are ok now.
