In 8.04.1 I can confirm selecting a city is difficult on some computers, easier on others. Seemingly dependent on graphics processing ability.
Scrolling whilst zoomed in doesn't usually work for me, Very snatchy movement, and imprecise. Frustrating. I usually revert to wading through the long list of cities and select using the combo-box (drop-down list).
