I don't think this bug reflects the linked upstream bug, since both are related to different themes. Uptream icons is probably the ones for the "Clearlooks" theme, or similar, while Ubuntu uses the "Human" theme, with a completely different battery icon (green instead of blue). I'm not familiar with the blue icon or how readable it is.
