This was tricky as I encountered unrelated bugs along the way
(gnome-session, compiz).

I just tested with a guest session, and was unable to reproduce the problem
there.

"setxkbmap -print" shows exactly the same thing in my session (which
exhibits the problem) and in the guest session (which doesn't).

The GNOME settings are almost exactly the same.  The only difference is that
the radio button "Default" is checked in my session, but not in the guest's.
I don't know what this means.

If we silently change the user's keyboard settings on upgrade, we need to
adjust the configuration appropriately.  This problem makes the system
nearly unusable.
