I am having similar problem/behavior on a Toshiba Dynabook TX/760LS. I have a clean install of Hardy Heron 8.04 and the FN key does not function at all which means, in my case, I cannot use ANY of my hotkeys as they are all dependent on the FN key.
Is there any progress on a solution?
