Dont think that what happens in Windows is correct and id this doesnt
happen in Linux then its wrong.

When you unmount your pen drive, the light should be go OFF. Even in
Vista light doesnt go off which is correct. Linux also follows the same
principle.

I have heard about it as recommendation from IEEE that on unmounting usb
stick, USB port should cut off the power.


I cant classify this is as a bug. Go and file a bug in Windows XP Professional 
Bug Tracker that LED goes off.
