I'm in a following situation:
  Gigabit ethernet device eth1
  Internet through l2tp tunnel.
xl2tpd daemon must be started strictly after network is configured. But this 
behaviour is not defined: sometimes it starts after, and sometimes before 
network daemons.

PS Debian network system sucks, I have similar issue with encrypted
connections through certificates, and could only resolve it using
rc.local. Please, refuse of this crap, it doesn't make its job properly.
