Well this bug is really an easy one
My suggestion is to include the name of the pictures in the translation
I mean that if its an HTML page all you should do is add the <img src=""> tag 
into the gettext element and add an -he suffix to the flipped images attached 
to this HTML
(there should be 2 versions - the arrow.png pointing to the right and 
arrow-he.png pointing to the left - and of course an ability to control the 
filename that will be used to display the arrow according to the language)

Actually, Inkscape have done that before
That's the reason why I never completed the translation so far... (Ive got more 
9 records to go but its too complicated to translate an SVG file into Hebrew)
