Honestly, I don't know Ubuntu's practices regarding this - I asked on IRC and people said if it's fixed in Intrepid version, the bug can be closed with 'Fix Released'. If this is wrong, then yes, the package should be fixed in Hardy too. Fixing the dependency should be simple enough.
