Thank you for taking your time to file this bug. When I try to open the file, it opens the text import wizard as it does with all Office 2003 files. When I rename the file to .xml, it opens in Calc as how XML files are opened.
Think this is a normal behavior as file extension change from .xls to .xml indeed means a change in way the file is to be handled. Again, similar to bug #255374, the file is saved by BIRT and not by Office 2003, so it may not be doing it properly.
