I'd say this WASN'T the intended action of Network Manager which (according to the man page you cite) is "making networking Just Work." This interaction makes networking Just Fail and for no apparent reason.
It is a bug: a logical consequence of the code that was written that, for unforeseen reasons, works AGAINST the goals of the program. It's doing what they said, but not what they wanted.
