Public bug reported:

Binary package hint: gnome-system-tools

If you use create and "admin" user, you will lock yourself out so that you
cannot do any more administration. Why? Simple.

The "admin" user is created along with a new "admin" group.
The new "admin" group has a different GID number and it is cleared
of other members. As a result, you (i.e. the previous adminstrator)
no longer have "admin" group membership.
As a result of *that*, you can't do sudo, because the /etc/sudoers
file checks for group="admin".

QED.

I used the GUI tools in ubuntu 8.04 (users-admin in gnome-system-tools;
accessed from the
system->administration->users and groups menus).

I believe this is a bug in the tool used to create a new user. It should
*not* overwrite
and clear an existing group. Instead, it should report some reasonable error
message.
This is similar to bug 99276 but more serious.
