I think that sounds like the same surface problem (the generic error message), but take a look at the traceback in the description and a lot of the duplicates; it seems very specific to Glipper. The reason I suggested posting a new bug is that Apport (and triagers) can analyze the bug to see whether it's a duplicate of this—or any other bug. I also took a crash course in python the past few days, and glipper's > code doesn't seem to have any bug related to its startup problem in it. The traceback does.
