I take it from the brainstorm idea [1] that this regards Xubuntu - is
that correct? If so, you mean "Manage Print Jobs" instead of "Manage
Printer Settings". And since print jobs aren't settings, they shouldn't
be in the settings menu. Since they do not concern administrative tasks
that require the root password, it also shouldn't be in the System menu.
Accessories is the correct location in my opinion.

I've marked it as Incomplete instead of Invalid because I don't know
whether this really concerns Xubuntu.

You might want to report a bug upstream [2] on system-config-printer to
be able to launch the "Default Printer" application from "Manage Print
Jobs".
