I don't believe the C2Q are supported by acpi-cpufreq yet. p4-clockmod and speedstep-centrino are deprecated.
I have a MSI P43 Neo3, and you have to go into the bios and enable CPU frequency scaling there. The mainboard will do it automatically for you.
