Now under 2.6.24-20-powerpc the bug is still observable. Today it happened again. I tried to "fix" it by putting the iBook to sleep and waking it up again, but that didn't work.
I observed one new and quite remarkable thing: When the touchpad was being "fuzzy", I could manipulate the mouse pointer not only by touching the touchpad, but even by letting my finger hover multiple millimeters above the touchpad, meaning: without even touching the touchpad. To me, this looks like evidence of a calibration issue.
