setxkbmap will probably work for you as well then. An easier workaround for you would be to create a link on the desktop or something that starts setxkbmap, or just run it from the console, like I do. This makes it more bearable, but I have to emphasize that this is *not* a fix, it's an ugly hack of a workaround, so this issue is definitely not solved yet.
