This problem has not always been the case since hardy was released.

I came across the problem today and hence this thread after coming
across the same locales problem.

The thing is I have upgraded from Gutsy with no problem at all with
English UK being the defualt language a couple of days after the
official release after discovering the hardys migration assistant didn't
work. I ended up with the other 4 users on my windows system being on my
main ubuntu login. All their pictures,files etc.

After re-installing Gutsy and updating then following the upgrade path
no problem at all.

About a month later after screwing up my system badly with some
unofficial proposed upgrades (never doing that again) I reinstalled
again with no problems and decided to keep my Gutsy installation disk
just in case.

This just in case situation occured this morning following a disk corruption. I 
managed to rescue some essential files. Installed Gutsy. All the updates and 
like you found it hung.
My theory it that the situation has arison because of a bug that has arisen 
because of something introduced in one of the gutsy updates since hardy was 
releases  unless the files in hardy that are downloaded during the upgrade are 
different now since the first release.

It would be interesting to see if someone has an original alternate CD
of Hardy that allows an upgrade from Gutsy to see if there are any
problems compared to trying the new 8.04.1 release available now.

Inidentally the steps to fix worked for me
kernel 2.6.22-14
 dpkg --configure -a

BUT I couldn't select ctrla-alt-f1 to a console from X. I had to safe
boot to the console and log in whereupon I was given the option to dpkg.
In my case it was done quite quickly and after reboot everything seems
fine.
