The update process hangs on the step

 "Installing new version of config file /etc/belocs/iso-639.def...
               Generating locales...
               en AU.UTF-8..."

I have tried the update twice.  Failed both times at the same step.  The
system monitor indicates that the CPU is running at 100% but nothing is
happening.  (I let the process run for over three hours before stopping
it.)  The only way that I can break out of the process is by turning the
computer off.

I am running a Gateway NX200S computer with 1.2 gigabytes of memory.  A
couple months ago the update to Ubuntu 8.04 was successful when the
computer only had 256 megabytes of memory. (I returned to Ubuntu 7.10
when Network Settings did not work.)  Since then I increased memory to
1.2 gagabyes.  I am now running Ubuntu 7.10 again.

I hope that the above information helps.  I do not have any log files.
