Public bug reported:

The machine I am using at work is a Dell Precision WorkStation 490.
With the latest Hardy build it cannot restart properly.  `sudo shutdown
now` works, whereas `sudo reboot now` does not.  The system hangs with
'Restarting System'.

Adding the kernel option 'reboot=b' as per bug #39755 resolved this
issue.
