I'm pretty sure it's a text file, since it is a sample input of a certain programming exercise. When I open it, it looks like those letters f and g overlaps themselves. As I said, OpenOffice.org 2.4.1 can open it as well as vi.
In those zip-file mpera.zip there are another files.
