I installed Ubuntu 7.10, and then updated to 8.04 from the Update
manager. Here is the uname -a output:

Yes, I did apt-get update.

Other notes:
1) I installed libwxgtk2.8-0 (using apt-get), but it does not help vlc 
installation (which is my original problem: vlc can not install because of 
libwxgtk2.6-0 is broken). Is there any reason we require the exactly same 
version (or at least xx version)?
2) I also manually compiled and installed libgtk2.0-0, but libwxgtk2.6-0 still 
refuse to install. I guess that is because manual install does not update the 
apt database. Is there any way to update the apt database or tell the apt-get 
to ignore some of the rules (in this case, dependency on libwxgtk2.6-0, which 
is already installed on the system)?

In your /etc/apt/sources.list do you have all the repos for hardy? Maybe 
something was wrong during upgrade.
If all is ok try to install the correct version of libwxgtk2.6-0 for hardy 
(2.6.3.2.2-2ubuntu4) downloading it from launchpad.
