I was just browsing with synaptic and found some interesting maybe-hint: There have been changes with the package "locales", which is replaced now by "belocs-locales-bin" (which is marked installed). However, the package "belocs-locales-data" is NOT installed. Is it possible that this causes the problem somehow? From the metadata, belocs-locales-data requires belocs-locales-bin, but not the other way round - so it may have been forgotten.
