Justin, you may be surprised to learn, that despite you don't believe people are looking for Numlock button where it's supposed to be, it's actually the case. Well, except maybe for hardcore Mac users. But they don't have a reason to look for it anyway.
On the other hand, who really knows what Clear button is supposed to do? Given the pictogram displayed on that key, I bet rarely anyone without Mac experience would be able to decipher that. Also, BootCamp emulates Numlock on Windows with Clear key.
