up-to-date Hardy 32-bit Kubuntu

Suddenly the system refuses to start new X applications and when trying
to do it on the command line (=konsole that has been running all the
time, otherwise you're not able to start it when the bug appears) it
gives the message:

No protocol specified
No protocol specified
Warning: Unable to open display ':0'.  You will not be able to display graphics 
on the screen.

Katapult or Alt+F2 says: 'KDEInit cannot start the program 'kate'

The only solution is to restart.
