I'm pretty sure you're missing the point here. In kate I can select the File -> open menu to display the file open dialog. I can switch away from kate with <Alt><Tab> and back again. As the file open dialog is modal, switching to kate results in switching to kate with it's modal dialog on top. I never indicated that I could (or would want to) switch to synaptic without also switching to it's modal dialog. The problem, to rephrase, is that I cannot switch to synaptic using <Alt><Tab> when it is displaying a modal dialog. Not the main window, not the modal dialog.
I'm not using compiz fusion so a simple list is displayed.
