sorry dont make it per user setting i was wrong,just keep it system wide date 
and time i.e now available in the default system.I dont see adjusting system 
time or date hurts users,in xp users have ability to change date/time.also if 
there is single user on pc
who can benefit setting wrong time/date ?,almost linux is more secure than 
xp/windows so no point asking passwords where it is unneccesary stuff/minuscule 
change to system.
