Environment:
Description:    Ubuntu 8.04.1
Release:        8.04
virt-manager        0.5.3-0ubuntu10

Action:
select  localhost(System) -> Details -> Virtual Networks -> Add
-> forward -> add net name -> forward ->  add net ip -> forward

Expected result:
Select if net should provide dhcp or not

Actual result:
virt-manager insists on acquiring dhcpserver range.  This makes using virtual 
machines to test scenarios involving installing a dhcp server on the virtual 
host difficult.  libvirt apparently supports dhcp-less networks, virt-manager 
should too.
