Exact same problem. Locales fails to generate after upgrade from Feisty->Gutsy->Hardy.
localedef takes 100%cpu, localedefs also seams to spawn a gzip process which is defunct. Not possible to kill either localdef or gzip. Rebooting to the same old kernel doesn't fix the problem.
