This option need some remote server to check the web page if it's ok: http://kb.mozillazine.org/Browser.safebrowsing.remoteLookups by default it's google see: about:config I think user should be warned before he will be "protected" on cost of his privacy. Something like thirst start message "Warning you will be "protected"!!!"
