I just ran across this problem too. Ubuntu 8.04
I had previously been using mod xmlrpc. Tonight I installed the twiki package along with it's requirements. The installation failed with the same message as in the previous message "... Cannot load /usr/lib/apache2/modules/mod_xmlrpc.so into server: /usr/lib/apache2/modules/mod_xmlrpc.so: undefined symbol: xmlrpc_registry_new" I then uninstalled the twiki package and the problem remains. In order to start apache2 successfully, I must now disable xmlrpc using the Debian script: a2dismod xmlrpc. Apache2 starts fine without it, but I am now without the xmlrpc features. I'm not sure what's going on. Is it possible that one of the packages that were required for twiki clashed with xmlrpc?
