This is on hardy. (I was only trying the New Human theme from kwwii's ppa.)

I did not "display" the desktop but just *click* it where it shows through 
between the various open windows. In the screen shots you can see this free and 
clickable desktop space appear as a narrow stripe between the bottom of the 
firefox window and the top of the lower gnome-panel. 
When clicking there, all windows naturally lose focus, but they stay open.
All I did between the two screen shots was clicking there and then opening the 
window list from the panel applet again.

Which dialogs do you mean?
I cannot check right now, but I didn't have the impression that the "Add to 
panel" dialog had any influence on the behavior of the window list panel applet.
