Wget doesn't forget to download it; it can't. Wget groks HTML, not CSS,
so it can't even determine that the background image exists. Support for
CSS would fall under a feature request, not a bug report.

However, you may be pleased to know that CSS support has been
implemented in a development version of Wget. It will be merged into the
mainline repository in a day or two, but in the meantime you can check
it out with Mercurial (or use the "gz" link to obtain a tarball) at
http://hg.addictivecode.org/wget/css. See
http://wget.addictivecode.org/RepositoryAccess for information on
building Wget from repo sources.

This support will be made available in Wget release 1.12, which is
expected to be released near the turn of the year.
