Wget doesn't forget to download it; it can't. Wget groks HTML, not CSS, so it can't even determine that the background image exists. Support for CSS would fall under a feature request, not a bug report.
However, you may be pleased to know that CSS support has been implemented in a development version of Wget. It will be merged into the mainline repository in a day or two, but in the meantime you can check it out with Mercurial (or use the "gz" link to obtain a tarball) at http://hg.addictivecode.org/wget/css.
