The CONFIG_USB_PERSIST feature should probably be made to also check the serial numbers of the devices it has been enabled for.
Because it is quite likely that one user or tow friends may have two disks of same manufacturer and type. (Especially in HotplugRaid laptop setups https://wiki.ubuntu.com/HotplugRaid) The doc from 2007/05 linked above says "Serial numbers and other strings are not compared."
