Public bug reported:

When I install a server for a network game, I don't expect that package
to add an init script that defaults to starting!

Combined with the bug where the server uses 100% of cpu, this is kind of
problematic ;)

I think the simplest thing to do is add a flag to /etc/default
/tremulous-server like "ENABLED" and have that default to false.
