Thanks for reporting this issue and helping to make Ubuntu better. Your suggestions are too complex to be simple enhancements, but require a new philosophy in using of permission. Therefore it is not feasible to work on them via a bug report. It is probably best to rather look at http://brainstorm.ubuntu.com if there is already something similar suggested, or if not, you can add your suggestion there.
