I don't know what to say. As mysteriously as the bug appeared, it vanished. My Network Manager works perfectly now.
Here's all I did. I originally tried myric's "workaround" a few posts above, and it didn't work. I updated a bunch of software via Update Manager (there was a lot to update, since this was a fresh Intrepid install). Nothing really changed. Then I UNDID myric's "workaround" ... I put back that "/com/redhat/dhcp/$interface" string, and magically, IT WORKS?! And it's consistent -- if I put it back to "/" ... the original problem comes back. I don't know what to say. All I can do is pray to the dbus gods that this bug doesn't turn up again. Incidentally, it has nothing to do with permanent leases -- I get leases just fine -- it's a miscommunication between Network Manager and the dhclient (ie. dbus). The only reason why I'm posting here is because UNDOING myric's patch (and maybe updating random software) fixed it.
