Just to add information for anyone trying to diagnose a similar problem... My system's ntpd was starting without contacting peers because it could not resolve the peers' domain names. The problem was that my local dns cache daemon (dnsmasq) was the only nameserver in /etc/resolv.conf, but it hadn't yet started when ntpd tried to reach its peers, and ntpd never retried.
