Still a problem in Kubuntu Hardy - cleanly installed this time, not switched from vanilla Ubuntu. It's happened to me countless times and it's only ever affected the bottom panel.
Sorry to rain on Bruno's reproducibility, but the case that brought me here again did not meet that description. I switched desktops and clicked an application in the task bar that was not minimized, to bring it to the foreground. It was not brought to the foreground, and the panel disappeared and would not reappear. Changing *any* setting on *any* panel and applying the changes restores the bottom panel's 'show' behavior. I can't quantify this, but I feel like this happens more often (maybe exclusively) with GTK applications.
