Thanks for reporting this issue and helping to make Ubuntu better. Unfortunately OpenOffice has not (yet) the functionality that is here requested. OpenOffice can currently export to pdf but not import pdf format.
However, there are already efforts to implement this functionality as can be seen http://wiki.services.openoffice.org/wiki/Pdf_Import_Extension and http://wiki.services.openoffice.org/wiki/Writer/ToDo/PDF_Import . There is also an extension available http://extensions.services.openoffice.org/project/pdfimport , however, it only works with OpenOffice 3.0 Beta, which is not part of Ubuntu yet.
