I encountered this same bug.

Under Edit Profiles the following profiles are available:
- CD Quality, Lossless
- CD Quality, Lossy
- Voice, Lossless
- Voice, Lossy
- CD Quality, AAC
- CD Quality, MP3

All are active.

However, under Output Format only the first 4 profiles are available.
Changing the "active" field on any of the profiles does not have any
effect.

This made MP3 and AAC appear in the available Output Formats:

There seem to be 2 bugs here:

- technical: the "active" field does not work
- usability: the "active" field should not be selectable if the underlying 
codecs are not available
