Thanks for reporting this issue and helping to make Ubuntu better.
I cannot reproduce the problem you describe. If I load an html document,
I am in Web Layout Mode. If I go to View->HTML Source, it shows me the
HTML source of my document.
Could you please clarify the exact steps you take in order to produce
the behaviour you have described.
