As I mentioned, it is since I upgraded to the Hardy beta that it started
happening -- it was not an issue in Gutsy. If you are referring to
whether it still happens since the final release of Hardy, then yes, it
does, and it has not vanished since.

I can also provide further evidence that the problem seems to lie
somewhere within Gnome, because I was able to hack around the problem by
unloading and reloading the psmouse kernel module, so it has to be some
user-space program changing some parameter at some point.

However, I reinstalled this laptop with Debian Etch on the 10th of June,
so if it has been fixed since then, I will be unable to verify that.
