Public bug reported:
In KDE3, it was possible to drag the panel to the right hand screen of a
dual xinerama display. This was especially useful if the panel was
aligned vertically. In KDE4 it is no longer possible; the options are
left, right, top or bottom, and they are only relevant to the main
screen.
