and the gist of my comments from upstream: Nvidia and ATI both have algorithms that clock down the GPU when it is not in use. Since compiz effects require significantly more GPU power, the GPU will be clocked up for processing the 3D effects compiz requires. Higher clock cycle = higher voltage = more watts = less battery life. Thus, by turning off compiz when the computer is on battery power, you will save battery power by allowing the GPU to stay clocked down.
